The argument here--which I'd say is partially true--is that when someone drinks their inhibitions are lowered and their guard is down. Therefore, they less likely to censor themselves and more likely to act on their thoughts, desires, or to say things they might normally keep to themselves. I think there's a good argument here for the ability of wine to bring about a certain measure of truthfulness but, as always, it depends on situation and it is certainly not foolproof.
